Nineteen of Medvedev's 21 championships have been won on hard surfaces
A revitalized Daniil Medvedev won his maiden trophy for over two years with a win over Frenchman Moutet in the tournament title decider.
The Russian, a former top-ranked player, has endured a torrid season, winning just a single victory at the major tournaments and experiencing a setback at the New York tournament.
Medvedev's unpredictability on the ATP Tour - and difficulties with his serving in specific - caused him falling of the elite rankings and ultimately parting ways with long-time coach Cervara.
Currently working with his coach and Goetzke, he has consistently improved in the last few weeks - climaxing in a hard-fought three-set victory over opponent Moutet.
It is Medvedev's maiden trophy following the Rome competition and first on a hard court after that period of the previous year.
The win also signifies the Russian has won 21 titles at 21 distinct competitions.
"For the first time I'm at a competition with my children simultaneously, so to secure a trophy is especially meaningful," said tennis professional Daniil Medvedev.
"This title is in tribute of my child her name, because the first title I got when my older daughter my daughter was delivered was for her."
The tennis star, the past champion, had failed in his past six finals, including in Halle previously this season.
Medvedev's defensive play style and regular emotional displays on court had led some to wonder if his capacity to compete at the top level was finished.
But the player has altered his approach in the last few weeks, attempting to advance forward and play positively, backed up by an improved service.
He recovered from a deficit in the first set against the challenging opponent, winning 4 of the concluding five games to gain the advantage.
The pair traded service breaks in the following set before the challenger, striving for his first tour championship, took control to create a decider.
The opponent defended four early chances in a tight deciding set before the Russian secured a break to 15 to secure the win.
Suitably, Medvedev clinched victory with a shot at the front of the court, with Moutet incapable to handle a return after a lengthy match.
